Buildings constructed prior to the 1st of July 1994, may or may not have a Certificate of Occupancy issued, however the Regulations of the day did not place conditions on the Certificate of Occupancy for the maintenance of Essential Services. Hence the introduction of the requirement to provide an Annual Essential Safety Measures Report (AESMR), prior to the issue of the AESMR a list or a determination of Essential Safety Measures must be created.
In order to determine which essential services or essential safety measures exist within the building Total Essential Services Group will carry out an initial site inspection to determine if the Essential Safety Measures comply with the Australian Standards at the time of installation. The report is a factual report based on the standard of the day and will discuss the requirements for adopting today’s standards i.e. AS1851-2005.
If contractors are not already appointed to maintain the systems you will need to appoint contractors who should supply documentation to achieve compliance.
An Essential Safety Measures Audit will be conducted on a quarterly basis (from the date of the initial report) on the contractors to check the frequency of maintenance for the Essential Safety Measures.
An Annual Essential Safety Measures Report will be issued before each anniversary of the date of the determination. |
